But they are. When you shoot at a soldier, you become an enemy combatant. That's well established doctrine. Hell, if an 8 year old Palestinian throws a rock at an Israeli tank, he is considered fair game and few in the U.S. have ever objected to that.
In any case, how old do you think our soldiers are? Most are 17-19. And most of them "just yesterday" picked up weapons.
