When the 2nd Amendment was enacted, "arms" largely meant single-shot muzzle-loading weapons that had to be manually reloaded between firings. An individual would have a hard time shooting more than one victim as the others would have a chance to flee or overpower the shooter. Why not keep muzzle-loading weapons available but restrict more modern repeating weapons? Mass murders would become a thing of the past.
